Kèr Bi̊foāwù (/ˈbi̘fo/ /ˈəˑwʊ/ [fact] [similar]) is a subtropical Town located in Muru̽sa Làbâ Kingdom, Drièfèkē Provence, within the Dalandic Empire.

The name Kèr Bi̊foāwù is derived from the Tauric language, as Kèr Bi̊foāwù was founded by Tshëd Làkocà Guynne, who was culturaly Tauric.

Climate

Kèr Bi̊foāwù has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a pleasant 21°C (69°F). Kèr Bi̊foāwù receives an average of 157 cm/y (61 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Bi̊foāwù covers an area of nearly 4 km2 (1 mi2), and an average elevation of 7040 m (-19852 ft) above sea level.

Overview

Kèr Bi̊foāwù was founded durring the late 11th century, by Tshëd Làkocà Guynne. The establishment of Kèr Bi̊foāwù was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Bi̊foāwù's construction back out of the project. Tshëd Làkocà Guynne pushed on reguardles, and Kèr Bi̊foāwù was finished, but starts off as a terible place to live.

Kèr Bi̊foāwù was built using the conventions of Tauric durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Kèr Bi̊foāwù is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Kèr Bi̊foāwù is buildings folow an organic layout of premissive paverstone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Astonishigly, the millitarily questionable fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.

Kèr Bi̊foāwù has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kèr Bi̊foāwù’s streets. A look around Kèr Bi̊foāwù has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s everything together. Regardless, you do not feel it would be wise to remain in Kèr Bi̊foāwù long.

Civic Infrastructure

Kèr Bi̊foāwù has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Bi̊foāwù.

Kèr Bi̊foāwù has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Bi̊foāwù has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Bi̊foāwù has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Bi̊foāwù's public wards, blessings, and other arcane systems.

Kèr Bi̊foāwù has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Bi̊foāwù has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kèr Bi̊foāwù has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Kèr Bi̊foāwù's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.

Kèr Bi̊foāwù's bank was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

Due to the actions of local Kami, winter is recurring in Kèr Bi̊foāwù.

The Ice Elemental, Small near Kèr Bi̊foāwù are known to be almost tame, such that they can be put to domestic use.

Kèr Bi̊foāwù's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves reenactments to channel Enchantment energies of tier 3 via divine sermons.

Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Kèr Bi̊foāwù suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.
